Ccwd’s 2020 Urban Water Management Plan Update
Now Open For Public Comment

Calaveras County Water District (CCWD) has been preparing an update to its Urban Water Management Plan (UWMP) document to support CCWD’s long-term water resources planning, and to help ensure there are adequate water supplies to meet existing and future water needs. The California Urban Water Management Planning Act (Act, per California Water Code §10610-10657) requires CCWD, and several other public water utilities in California, to submit an updated UWMP to the California Department of Water Resources (DWR) every five years. The latest 2020 update, due to DWR by July 1, 2021, incorporates new analyses related to water supply vulnerabilities, climate change risks, and drought water supply reliability. A component of the 2020 UWMP update will also include a Water Shortage Contingency Plan (WSCP), implementing DWR’s state-wide drought water shortage stages and defining how CCWD will provide water use notices, implement water conservation measures, and engage with the public during future drought conditions.

In addition to the 2020 UWMP and WSCP, CCWD has prepared an addendum to its 2015 UWMP Update to address reduced reliance on water supplies coming from the Sacramento-San Joaquin River Delta region (Delta), per Act and California Delta Reform Act requirements. DWR did not withhold approval of 2015 UWMPs which did include this Delta material; however, they are requesting that water suppliers now amend their older plans to fulfill this 2015 requirement. Given the Delta is downstream of Calaveras County watersheds, and that CCWD does not receive water supplies from the Delta, this amendment is relatively short but is also provided for public review.

CCWD is the only water supplier in Calaveras County to prepare a UWMP, and as such, we are encouraging community engagement and review during this update effort. Per the Act, a Public Review Draft of CCWD’s 2020 UWMP and WSCP, and 2015 UWMP Delta Addendum have been made available for public review and comment. The public comment period for these documents is now open from April 26 to May 21, 2021 (30-days) during which time CCWD will hold a virtual public hearing (during a regularly scheduled Board meeting). The May 12 public hearing provides the public an opportunity to present comments and feedback on the draft documents.
