Bertha Underhill grew up in Salinas, California, and graduated from North Salinas High School in 1961. She went on to attend Hartnell Junior College in Salinas, earning an Associate of Arts degree in Sociology and Public Relations in 1964. She furthered her studies in Sociology at San Francisco State University and San Jose State University.

In 1965, Underhill began her professional career as an accounting supervisor for Pacific Bell, working in San Francisco and San Jose. She remained with the company until 1985.

While living in the Bay Area, Underhill and her husband, Dick, frequently visited Calaveras County, drawn by his deer hunting trips. The small, close-knit community reminded her of her upbringing in Salinas, and in 1988, the couple decided to leave their jobs and relocate to Camp Connell. She has since moved to Arnold, appreciating the slightly warmer climate.

A dedicated community advocate, Underhill became deeply involved in various organizations across Amador, Calaveras, and Tuolumne counties. She also enjoys watching sports, crocheting, and contributing to activities at St. Patrick’s Parish.

Underhill served as the Calaveras County Water District (CCWD) Division 3 Director from 2001 to 2008 and returned to the position in 2014, where she continues to serve. Throughout her tenure, she has been committed to steering CCWD in a positive direction and fostering strong relationships with ratepayers.

In addition to her CCWD responsibilities, Underhill has worked on several regional projects, including:

  • Tuolumne County Visitors Bureau (1995–2013): Membership recruitment and advertising sales for the Visitors Guide.
  • Central Sierra Seasons Magazine (1995–2009): Calaveras County advertising sales.
  • Calaveras County Visitors Bureau (1992–1995): Membership recruitment and advertising sales for the Visitors Guide.
  • Friends and Neighbors Magazine (2010–Present): Advertising sales for Calaveras, Tuolumne, and Amador counties.

Underhill takes pride in her contributions to CCWD and the broader community, valuing her role in strengthening the organization and fostering a positive connection with residents.
