Human Resources Department


The Human Resources department is responsible for providing quality service in managing and developing employment programs and policies.

Key responsibilities include:
• Recruitment, selection, and new employee onboarding
• Employee and labor relations
• Compensation and benefits administration
• Payroll
• Performance Management
• Employee and Organizational training and development
• Compliance with labor and employment laws.

CCWD recognizes Service Employees International (SEIU) Local 1021 as the exclusive bargaining representative for regular full and regular part-time positions that are not management level or confidential positions.

Human Resource Team


Stacey Lollar, PHR, has been the District’s Human Resources manager since 2012 and is responsible for the day-to-day management of the department. As a certified Human Resources professional, Stacey has over 10 years of experience in the human resources field for water/wastewater District’s. Deja Howarth, is the District’s Human Resources Technician who was recently certified with a PHR (Professional in Human Resources) designation and has been with the District since May of 2014.
